The current wielder of the scepter is Kralgor, the Dreaded. This staff doesn't grant Kralgor his power but the staff just so happens to be similar to what Kralgor would've already been able to do. Kralgor's frostfire power comes from this staff as well as some other abilities but Kralgor was already a force of winter's rage before he got the staff. But this staff does make any ice or winter type character much stronger in their element.

Liquid steel appears to work better as a body armor versus being used as a weapon, though it can be used as a weapon. The problem isn't that liquid steel cannot be used as a weapon, of course it can. However, accuracy becomes a problem with a metal that doesn't stay still, remain in the same shape, can change shape depending on stress and launch velocity, and/or shifts in appearance so accuracy can be thrown off, if it were, let's say, a bullet. For "spray and pray" weapons, liquid steel bullets are ideal because accuracy wasn't a strong suit anyways. Also, Terrence Crawford has personally helped to develop Liquid Steel Shotgun Shells which have been wildly successful. These shells aren't just useful for penetration but even extracting the shells to perform basic first aid can become impossible if the metal shifts inside of a victim.
